Laverton North

Located at 28 Alex Fraser Drive, Laverton North, the Recovered Energy Laverton facility is a state-of-the-art waste-gasification plant designed to process up to 240,000 tonnes per annum of residual municipal and commercial waste into clean, baseload electricity. The facility design provides for a staged expansion as demand grows, ensuring it can continue to meet Victoria’s future waste management and energy needs.

Project Facts

Regulatory Approvals & Status

  • March 2019 – Wyndham City Council issued a planning permit for the development of the Laverton North facility.

  • January 2020 – EPA Victoria granted a works approval for the facility, conditional on independent auditing and compliance with European emissions standards.

  • April 2024 – Recycling Victoria issued an existing operator licence under the Circular Economy Act 2022, allowing REL to proceed without requiring a new tonnage allocation under the state’s waste-to-energy cap.

  • August 2025 – Awarded a licence under Victoria’s Waste-to-Energy Cap Framework, supporting additional phased, demand-led growth of the Laverton North facility.

Technology & Operations

  • Uses vertical rotating gasifier technology, an advanced thermal process that converts waste into syngas at high temperatures (800–950 °C) in low-oxygen conditions.

  • Avoids direct combustion, produces minimal residual ash, and operates with stringent emissions controls.

  • Modular design enables scalability, community suitability, and integration with best-practice air and water treatment systems.

  • Proven internationally, with more than 40 operating reference plants successfully processing diverse waste streams across Asia and the Middle East.
